Senior Advisor, Strategic Commissioning

   

General    

 

As a key member of the research team, the Senior Advisor, Strategic Commissioning acts as a project lead for the Foundation on commissioned research and synthesis projects as well as other funded research initiatives. This position reports to the Vice-President Research and Scientific Director and is expected to work both independently and collaboratively – with colleagues at the Foundation and with the external research and decision-making community. The Senior Advisor will develop and lead research and related initiatives for priority content/theme areas identified within the Foundation’s strategic and operational plans. The Senior Advisor is responsible for four main areas of work:

    

1. Select and recommend priorities for new research initiatives (commissioned research and/or synthesis) in consultation with representatives of the research and decision- making communities, and with internal colleagues. This includes scanning the literature prior to commissioning new work, and developing requests for proposals/applications.
2. Assume the role of project manager and team lead to commission projects in accordance with the Foundation’s granting and awards processes. Work with funded teams and colleagues to support projects, review incoming progress and final reports, and evaluate outcomes and impact.
3. Cultivate and foster new partnerships (intellectual and financial) to support health services and policy research.
4. Develop and maintain relationships with the wider research community to share findings and progress on projects and activities.

    

Responsibilities

Technical/Specialized or Program

• Develop and promote an awareness of trends and innovations in the health service policy environment relevant to the Foundation’s priority theme area(s).

• Maintain content expertise through on-going environmental scanning, literature reviews and networking activities.

• Develop and manage activities, programs, and/or services that help create and sustain researchers from a broad range of disciplines.

• Review funding requests and proposals; make recommendations to grants and awards.

• Function as a knowledge broker to link people and ideas across Canada and between stakeholders.

   

Operational

• Provide strategic advice, recommendations and scientific support to the Director, Granting & Applied Scholarship, and to the Vice-President Research and Scientific Director.

• Demonstrate leadership and make recommendations for improvement within the branch and throughout the Foundation.

• Collaborate with colleagues to achieve operational goals.

• Provide day-to-day supervision of assigned branch staff.

   

External Representation

• Develop and maintain solid relationships in the applied health services research and decision-making community to increase awareness of applied health services research and promote communication among stakeholders.

• Represent the Foundation at relevant committees, meetings, workshops and conferences in the health services and health services research sectors. Make presentations to scientific and decision-maker audiences.

Skills

• Language requirements: Bilingual in French and English is desirable (English oral communication at Advanced, “C” level, and French oral communication at Intermediate, “B” level)

• Relevant master’s degree in applied health sciences; PhD in progress or completed would be an asset

• Five years’ experience within the health services and policy research field

• At least two years of management experience

• Demonstrated leadership, supervisory skills and commitment to objectives consistent with the Foundation’s core values: teamwork; transparency and simplicity; attention to output and productivity; creativity, innovation, initiative and evidence-informed decision-making

• Highly developed written communication skills including experience writing scientific and administrative reports  

• Highly developed interpersonal and oral communication skills including experience developing and maintaining strategic partnerships and networks of stakeholders

• Ability to plan and carry out broad assignments including planning, co-ordinating and facilitating meetings

• Knowledge of various software including word processing, spreadsheet, PowerPoint presentations, e-mail, and scheduling

• Advanced problem-solving skills; comprehension of highly complex material

• Ability to work well in a small, dynamic and highly motivated team

   

Effort

• Fatigue resulting from focusing and intensely concentrating on program responsibilities; juggling multiple accountabilities with occasional urgent situations.

Working Conditions:

• Regularly required to engage in local or overnight travel

• Occasionally required to extend hours of work to meet work demands including occasional peak periods where work evenings or weekends

• Frequently interrupted
